Description

In 2006 IBSA commissioned the Boston Consulting Group (BCG) to undertake a study into the changing role of Australia's senior leaders and managers (Manager 2020), and to identify the skills and attributes needed to respond to those changes. The impetus for the report was IBSA's commitment to guiding and advising industry and training providers on management skill needs to ensure that Australia's international competitiveness continues to grow in the 21st century.

Precision Consultancy has now been engaged by IBSA to explore ways of incorporating the Manager 2020 principles in skilling solutions at all levels of management and leadership.

The project will also include the development of qualifications/skill sets and units of competency as recommended by the report "Scoping the need for high level 'innovation system' qualifications/skill sets", as a key component of the implementation of IBSA's Blueprint for Action on Innovation.

Methodology

Manager 2020:

  • Research - Literature review leading to questions for consultation. Evaluation of the BSB07 Business Services Training Package and all other IBSA Training Packages to identify the current coverage of management, leadership and innovation competencies
  • Consultation - National consultation - face to face, email, telephone
  • Draft framework - Determination of common and core management competencies for team leaders, supervisors, middle and senior management roles. Establishment of a qualification framework that may consolidate qualifications across all IBSA Training Packages and will integrate core and specific industry skills

Innovation:

  • Research - Literature review and development of a discussion paper for consultation
  • Draft 1 - Development of identified draft qualifications, skill sets and units of competency
  • Consultation - National consultation, face to face, email, telephone, IBSA Issues Register
  • Draft 2 - Review and analysis of research and feedback from consultation and IBSA Review and Feedback Register.
  • Draft 2 of units of competency, skill sets and qualifications
  • Validation - Validation of draft 2 through national consultation process
  • Endorsement/reporting - Preparation of Case for Endorsement for presentation to the National Quality Council. Preparation of final report to IBSA.

Deliverables

Recommendations for a qualification framework that will incorporate management, leadership and innovation competencies in all IBSA Training Packages, including the proposed development of qualifications, units of competency, skill sets, tools and resource/support materials.

Development of new or updated qualifications, skill sets and units of competency on innovation to be included in the BSB07 Business Services Training Package.
