Description

Precision Consultancy, in partnership with Watson Wyatt Singapore, has worked for the WDA to develop a framework of competencies for the Human Resources profession in Singapore, known as the HR Workforce Skills Qualification (HR WSQ), which also included the development of Leadership and People Management WSQ.

Methodology

This project was completed in two distinct stages. The first stage included a comprehensive study of international competency maps and qualification frameworks for HR and similar sectors. Our research included an external review of the competency maps and qualifications frameworks from countries with advanced HR practices including the United Kingdom, New Zealand, Australia, the United States and Canada.

In addition, a survey was made available to 3000 HR professionals in Singapore to gather local input on Industry Key Purpose, Workforce Requirements and Challenges and Industry Sectors.

Based on the findings during the first stage of the project a draft competency map was prepared and validated in sessions run by Precision Consultancy. Over both stages of the project 208 participants were consulted from 133 companies drawn from 12 distinct sectors which included; Aeronautics, Biotechnology, Agrochemical, Construction, Property and Real Estate, Consumer Products, Energy and Power, Financial Services, Government, Healthcare, Hospitality, Technology, Logistics, Manufacturing, Engineering, Media and Publishing.

The final state of the project was the development of a Leadership and People Management framework, and Human REsources framework for the Singapore government.

A Leadership and People Management framework, and Human Resources framework for the Singapore workforce, inlcuding competency map, units of competency, qualifications at a range of levels, and implementation guides.
